Monitoring process
The European Capital of Culture project is one of the most important projects of the European Union in the field of culture and art. The European Commission has delegated the process of evaluation, selection and monitoring to the Panel of Independent Experts composed of 10 prominent experts from various fields of culture and art. The process and communication with experts from all over Europe is proof and confirmation that the European Capital of Culture project is being implemented in a timely and quality manner, in accordance with plans and strategies and with the application of the highest standards of European cultural policy.
The monitoring process began immediately after receiving the title of European Capital of Culture and is carried out through three formal panels – 2017, 2019, and 2022 and the submission of the report of the ‘Novi Sad – European Capital of Culture’ Foundation on the progress of the project. Representatives of the Panel of Independent Experts monitor the development of the project through progress reports, onsite visits and monitoring panels.
In September 2017, the ‘Novi Sad – European Capital of Culture’ Foundation submitted the first report on the progress of the project, in accordance with the rules of the European Capital of Culture project. In October of the same year, the first monitoring panel was held at which the representatives of the ‘Novi Sad – European Capital of Culture’ Foundation in Brussels presented all the activities aimed at the development of this project. In November 2017, the first report on the progress of the ‘Novi Sad – European Capital of Culture’ project of the Panel of Independent Experts was published, with recommendations for further improvement.
The second report on the progress was submitted by the Foundation in May 2019, and the second monitoring panel was implemented in Timișoara on 4 June, after which Novi Sad received positive comments for the implementation of the European Capital of Culture project in the report of Panel of Independent Experts of the European Commission.
