The ‘Second Europe’ programme arch deals with the countercultural, alternative, hidden, marginalised, minority scene in the following two months as part of the preparations of Novi Sad for 2021.

The ‘Second Europe’ begins with the fifth Festival of Roma Culture and Activism (F.R.K.A.), within which an office of the future cultural station in Slana Bara will be opened on 19 October.
 The office will be a new place for numerous activities in the field of culture, art and education in that part of the city.
The ‘Superpower’ programme will present great creative potential of the impaired persons and the possibilities for their involvement in the cultural programmes through exhibitions, performances, movie projections, workshops, trainings, concerts and discussions in the Svilra and Egység Cultural Stations from 24 November until 3 December.
The ‘Synergy’ Theatre Festival of Language Minorities of the World will gather professional musicians who create in their mother tongues in the Novi Sad Theatre from 18 until 28 November.
 The event is implemented in cooperation with the ‘(Re)connection’, union of feminist organisations and ‘Novi Sad 2021 –  European Capital of Culture’.
 The festival is implemented by the Serbian National Theatre, Cultural Centre of Novi Sad and ‘Novi Sad 2021 – European Capital of Culture’.
These are just some of the programmes that will be implemented within the ‘Second Europe’ from mid-October until mid-December.
We explore different expressions in our environment – minority, marginalised, alternative, countercultural, etc. In fact, we are dealing with a ‘different ‘ Europe relaying on a specific local identity and respecting European values. The Europe that is not in the public eye, which is not enough on maps, in school textbooks, on TV screens, in official travel guides. We examine the local, national and European identity by approaching the cultures of the ‘Second Europe’.  The ‘Second Europe’ is, let’s say, a provocation. There is nothing ‘second’ or ‘different’ in it. For me, that is the main course’, said Lazar Jovanović, Artistic Programme Manager of the ‘Novi Sad 2021 – European Capital of Culture’.
The ‘Second Europe’ is deeply connected with the fact that more than 25 national communities live in Novi Sad and speak in four official languages. On the other hand, the ‘Second Europe’ also originates from the Novi Sad cultural scene of the last century, marked by rebellion, counterculture, punk, new wave, body art performances, free-thinking ideas and civil activism.
